The 29th Council of Europe Conference of Ministers of Justice was held in Tromso in Norway from 17th to 19th June 2009 on the theme: “Breaking the silence - united against domestic violence”.
Based on the fact that victims of domestic violence are not only the victims of abuse but all too often the victims of indifference and neglect, the Ministers of Justice from the Council of Europe’s member countries have pledged to adopt concrete measures not only to combat domestic violence but also to break the silence surrounding it.
Mr Philippe Narmino, Director of Judicial Services, President of the Council of State, on the joint invitation of Mr Knut Storberget, the Kingdom of Norway’s Minister of Justice and Ms Maud de Boer Buquicchio, Deputy Secretary General of the Council of Europe, represented the Principality of Monaco at this ministerial conference organised jointly by the Council of Europe and the Norwegian government.
The official opening of the conference was preceded by an informal meeting in which Mr Narmino took part.
The Director of Judicial Services also took part in the plenary session to present the Principality’s national and international commitment to combating domestic violence.
The Ministers in attendance adopted three resolutions with regard to combating violence against women and domestic violence (Resolution n° 1), mutual assistance in criminal matters (Resolution n° 2) and the action of the Council of Europe to promote the rule of law (Resolution n° 3).
